River Design Group was selected by the Umatilla Basin Watershed Council (UBWC) to develop a scoping level study for dam removal of the Dillon Dam on the Umatilla River.  A geomorphic analysis and comprehensive site study was undertaken to determine potential impacts to upstream and downstream infrastructure if the dam was removed.  The study revealed that surrounding impacts would be minimal and that the dam could be removed.

After funding sources were secured with project partners that included the Confederated Tribes of the Umatilla Indian Reservation (CTUIR), Bonneville Power Administration (BPA), and Oregon Department of Fish and Wildlife (ODFW), the scoping level plans were further developed into construction drawings and a complete package for permitting and construction.
